You would need to (most likely) run the GPU as a secondary GPU and not primary in order to do this.
Have you confirmed that the GPU is legit? It could very well be a fake.
What is the brand + exact model of your GTX 1070?
Confirmed it as real it’s a Gigabyte 1070 Mini OC, I have it connected to the power supply although system not powered on and have it attached to my laptop via a 341a connector and running NeoProgrammer where the issues lie where it can detect the chip but gives me no options to select what to modify
You can do it from a Desktop; either by connecting the GPU normally, then simply connect your Display to Motherboard/Onboard GPU and use that. You can also install the GPU into a lower PCIE slot while using your primary PCIE X16 slot GPU as your primary Display.
CH341A is for updating motherboard EEPROM chips. Can't update a GPU with that tool.
