Listening for the noise when the drive spins up. Hdds usually spin up for a bit at start up.
Probably the gpu fan. The one stopped fan might require an extra push/power to start spinning. Just a guess. Should be easy to figure out.
Ok, that makes sense as the MSI program also showed only 1 fan with 1 temp sliders. I'm not sure how to turn the main fan off. I followed some of their directions, but nothing actually said: Fans Off!!.
I had the sliders all the way to the left, then I broke the chain link to what I thought was "Off", but nothing changed. It did make the noise during this function I had going. But it was quite for a long time. Then I went back to Default, I think, ha.
I've got the computer closed back up and in it's cubby hole. So it has to tell me it stopped them, I never saw that.
anyway, back to golf.

A hard drive. Disconnect all hard drives and see if the noise goes away. If it does, introduce hard drives one by one until the noise returns.
A fan. You can try and rule these out if you trust yourself by carefully (!) stopping each fan one at a time with a finger (or better yet, disconnecting a single fan for each run, but it's more time since you'll be shutting down and connecting/disconnecting a fan between each run; the PC is unlikely to overheat without one fan for a short test run and if it does, it will shut down, so this method is viable but more time and effort).
Coil whine. This can be the GPU, PSU, or sometimes the motherboard. There's nothing you can physically do to test for this one as far as I know, but you can isolate it by trying to listen where it comes from. If it's during a game, it's usually the GPU or PSU. Motherboard is rare and usually happens in other odd situations (like under certain CPU loads, or even when moving the mouse).
My guess would be GPU or PSU coil whine based on your description, but you also said it just showed up. While audible coil whine can show up, it's very rare to my understanding (it's usually always there), so this makes me think a fan could be developing issues.
I also think it's the gpu as if you had read the book. I answered most of those questions or ideas, ha. TL;DR we've got 2 for gpu.
Next option, my buddy's neice is a nurse and her son is a doctor. I'm going a stethoscope from them and solve this riddle.

One of your GPU fan bearings are going bad, when the game starts the fans kick in high gear and that's when you hear the noise. you will not hear it when they spin at low revs

I think I'm going to max out my 1151 socket on my mother board and upgrade the gpu. I've only got about 11 inches of width for a card. The one I have found that will fit is a 4070 White it's called. A super or ti are both too wide to work. But that's all I need.

That's coil whine. It can vary in pitch based on FPS and power loads.
If games are running good at like 60-120 FPS and then take a sharp dive down to 20 or below; that means you might need to remove and clean the GPU and/or replace the paste; as it's quite obviously thermal throttling. Or might need to replace the GPU fans. You can buy replacements for GPU fans on places like Newegg, Amazon, Ebay.
Try enforcing a 60 FPS Limit and see how the noise pitch changes. The pitch usually can get more erratic and louder with higher FPS; when the noise is a coil whine issue. But then again, it might not be your GPU doing that; it could be the Motherboard or the PSU.
