It is not consistent since depends from game to game, but when your gpu or any part that is below the requirement it becomes either unplayable or you would have to rely on lowering the settings for a playable fps.
If you can try to check the game on youtube and write your specs next to the game, maybe someone played it, and they have the same specs usually this is the only reliable to know this game can run, or not..
I know, go look on youtube is not the best answer you hoped for, but it really helped me when I had a laptop with intel hd 4600, so i really had to make sure if the game can run or not before buying.
I really hope you can run this game though!
Usually you can get away with lower CPU or GPU performance by lowering settings if it`s not too huge difference.
Checking YouTube if it has benchmark of this game with specs close to yours is good start also.
Integrated graphics can use up to half of your system memory, so the graphics card would be capable of using almost 4gb if you have 8GB of system memory, though 90% of the time, integrated graphics usually are too weak to run into memory capacity limitations.
but it depends on the driver to convert dx9 instructions to dx12 for the igpu to run
dx9 games have issues with it, newer drivers have fixes for specific games

the the newer xe2 intel decided to put the dx9 instructions back in its cache, making it much more capable gpu
It's best that if you can not meet the minimum requirements of a game to not bother trying to run it at all. Even if you get it working it will be a painful experience and not a fun time.
