i am going to reinstall windows, because defender can't be restored. then i will need something to plug it with....
Windows Defender has gone from a joke to being on the upper echelon of AV programs.
Yes Microsoft messes up just about everything and Defender isn't perfect but it actually is better than the rest as it doesn't bombard you with adds and ruin your disk performance randomly.
You also need Defender to use the MS Store and Xbox apps. Period.
Why on earth are you trying to disable it?

This video is a great example of what an OS can go through if all security features involving the internet are disabled. Obviously your computer is not WinXP. I hope. But assuming it's Win10 you'll be in a trouble that more closely resembles that is present in the video I linked.
Win10 reaches it's end of support next year. When that happens security updates stop incoming and when that happens the situation in the linked video gets closer to reality each passing day.
If you are doing this in order to save up resources, go find something else to save on. Because this ain't it.
While the Defender Security stuff will still appear to run in the background; it can be fully disable. You can use GPE to fully disable Defender, it's real-time scanning along with SmartScreen. However you also need to disable or remove Edge browser as well because Defender + Edge both use Smart-Screen.
I had no issues disabling all 3 on Win10 & 11 quite easily.
The only announce is every once in a while (maybe once a week) Defender will popup with a security notice, because it can see that your GPE edits are causing the security to not work and because of this, it assumes that was done by malicious 3rd party software. However you can simply bring that up and click to Ignore/Allow the so called "found threat"
If you want something good; get ESET NOD32
Or get MalwareBytes Premium + AdGuard
Also, some antivirus programs do not work well with the core isolation feature in Windows and may cause cryptic errors when running software.
Just two things to keep in mind if you find a game or app you can't run and never find the issue, it is one more thing to check.
you should already add steam and its game library folders to its exceptions
there are a few games that do trigger its rules and delete/break the game
