hx 1050 is a cwt made power supply
its fan will spin up when under load
if you want something better
xfx, seasonic or silverstone 1000w psus are very good
the noise could also be from the cpu/gpu fans
Might be good idea to add some case fans too if you have free fan slots left in your case.
Also make sure your PSU is installed with fan facing down towards bottom fan slot so it can suck in cooler air from outside and not hot air from inside the case.
If anything the CPU and/or GPU fans should be louder at any given time over the PSU fan. Unless the PSU is positioned in a manner in which it's a tight fit in the case or something and the increased fan RPM is causing a whistling noise of sorts.
Funny since that is what I stated eariler/above.
But yea contact Corsair Support. As it could be a faulty fan/bad bearings and such...
Share all your specs with them and explain the issue(s).
Their warranty/support are top-notch, so if anyone can help it would be them.

Those two threads might relate to you, apaprently the 1050 ramps up fans speed depending on load to the PSU, i believe the HX1050 gets really loud as it starts its cycle of enabling the fan, my HX750 v2 PSU's (I own two and a first revision of the HX750 also) do this also - when they first decide to engage the fans they are very audible but a few seconds after that is not the case.
