screen fades to gray when watching a video but not video

hello my problem is the when watch a video on the net or youtube or just a dvd in windowed mode all but the video fades slowly to gray and goes fuzzy but not the video

windows 8 and windows 8.1 did it running 8.1 now
board: asrock oc forumla z77
cpu: 3770k not overclock right now found it never needed it
ram: gskill 2400 running at 2400
gpu: amd hd 7990 stock clocks
psu: silverstone 1500 watt

cpu & gpu on custom water cooling

p.s. i have tried 2 monitors both have same problem with this pc but not with my wifes
close to same pc but she is running hd7970

p.s.s using display port cable also tried dvi same problem

any help would be loved

did you download the turn the lights off extension?

no never heard of it and sorry using IE never used google not a fan dont know why

so i found the problem it was a option in my acer monitor to detect when video was playing to only show color on video and gray out the rest hahaha funny funny acer them ♥♥♥♥♥
