I went to Help - > Steam Support -> Steam Client -> Steam Client Crashes -> General troubleshooting to get back to this post.

Now when I hit "community" or "store" at the top of my screen, it will take me back to that above page. Furthermore, if I select Store -> Home before clicking it, it will take me to the storefornt, and it will keep doing that if I hit just the Store button again. BUT, if I click "Community" it will again take me to the above URL. If I then select Community -> Home, it will take me to the correct page, and keep doing that if I select "Community" again, but NOW, it will take me to the above URL if I select "Store" while on the community page. It seems that URL has gotten stuck cached when navigating away from my current page!!

Then right click Steam.exe and click Run As admin and this way it will download a fresh copy of the entire client.
Make sure Steam.exe properties is configured to ignore DPI scaling
But I have no further issues with the store page, so I guess we're good.
EDIT: Nevermind, we are back. Boy if you hate the Steam Client on Windows you should try the phone one. What a mess. Making the above post cost me 3 years of my life.
I see now there are multiple threads about this issue in the general steam discussion forum, so I think this is just a bad build.
