i really wouldnt consider any nvidia at this price point, they all suck (650ti, 660)
Depending on your power supply, I would say your best bet for that price range is an AMD R9 270. They run in the range of 180-200. You could also pick up a HD 7870 ghz or 7950 if you can find out and that might be around the same price and same performance.

Anything modern will easily out perform a 9500GT.

GTX 650 or above and so forth.

Honestly though, anything in the $80+ range will beat the hell out of a 9500GT so take your pick.

I'd suggest going with a R9 270/270X. Don't bother with any of the older HD 7870 and lower cards. The 270X is essentially a 7870 GHz edition but updated with some newer tech and support and dont cost much more than the older 7000 series cards.
The quality of the card is also important. Go with an MSI , ASUS, EVGA or Giggabyte for the best coolers!

Even when the 9500gt was new "good" never entered into it.

You have to find out what your power supply brand, model, and wattage is before making any upgrades. If it is a no name manufacturer 500w PSU I would advise you to upgrade it before getting a new video card. Find out what it is and let us know. Also there should be a sticker on the side that has the output ratings on it. Look for how many amps it puts out at 12v.
I would go with a GTX 660.

I am getting a GTX 650 from our local computer store to make sure its not a knock off brand.
Did you find out how many watts your power supply is? A 650 requires a good quality 400w power supply or greater. Good PSU brands are Corsair, SeaSonic, and XFX (made by SeaSonic). Good video card brands to get are ASUS, MSI, EVGA, and Gigabyte. I'm not too familiar with Nvidia cards so there may be other good brands but those are the ones that I hear people talking about the most.
