You don't want to use using VGA unless u have to. If both your GPU and Display have a digital connection, use that.
But I would seriously consider getting a quality 500W or better PSU.
Also try disconnecting the cable from both the monitor-side and GPU and re-connect it and secure it fully. Could just be a crappy connection.
If you using VGA through HDTV, use the tv remote or go through tv on-screen menu and auto adjust the screen. Since VGA is analog the screen might not align correctly on an HDTV, thus is what the auto-adjust/auto-align feature is for. This needs to be redone should u change screen resolution and/or refresh rate. This is another reason to use a digital connection.
If it is a problem with the cable/connection some how, then u should have these lines all the time; meaning in BIOS, Windows, etc... not just in Games. If it is only in games, then u have a different issue.
