You would get about 24 fps on low settings. I wouldn't consider that playable.

lo0n is correct. Your specs are not good enough to play Anno 2070. The CPU, RAM and OS are fine. The Graphics is the problem.

If you had even a cheap graphics card (GeForce GT 520 or Radeon HD 6350 are listed as minimum system specs for the game) paired with your cpu you could probably play the game on low graphics settings. GeForce GT 610 (equivalent to the GT 520) is about $37 on Newegg. This would be bare minimum specs basically for this game and in my eyes would be like throwing away money since newer games are already beyond this minimum.

If low to medium settings are OK, I'd recommend spending somewhere between $100-$150 minimum (such as an Nvidian GTX 650 or GTX 650 Ti) to get some life out of the investment before it's too quickly obsolete. These cards are already almost 2 years old, but should be good for a few more years. These are what's considered the current low end gaming cards compared to the newest generation that just came out.

Unfortunately Intel's integrated graphics aren't the best for playing any of the modern graphics intensive games (last couple years), even on low settings. The new AMD APU processors actually perform better to play games with when running on integrated graphics, but to switch to that would cost more than adding a decent graphics card.

Hope this helps and gives some direction.

I manage a playable frame rate with 2.1Ghz Dual Core Pentium, 4Gb RAM, 64bit Win7 and integrated Intel graphics. You just have to be open to redefining "playable" and be patient with placement of stuff.

Yeh, i had that on my old laptop, i can't be patient and stuff it's annoying to wait for it and then it lag spikes...
