and what power supply?
ok...i dont know if this is the problem but open hardware monitor says that my gpu memory maxmim is 300mhz but its actually has 1650 mhz capability...
When viewing hardware monitor apps, it will not display the spec'd MHZ clocks (basically what is listed for full load clocks) as the GPU will auto-downclock when it is under light usage in Windows.
To see it jump up to full clocks as well as view the % of GPU Core usage or VRAM amount usage, let the HWM run in background while u run a game or benchmark. Then view the monitor after closing your DX/OGL app out, or ALT+TAB to view the HWM.
The sensor for 110*C, that is most likely one that just does not exist for your motherboard, so it can get a reading like that due to such issues. And again, 26*C for GPU, that is because it is idle.
Run some lengthy tests with a DX/OGL test so it puts high load on the CPU & GPU, and then view your temps after about 10-15 mins.
And I explained why that is. It won't display the correct #s if it is just sitting in Windows doing nothing. In other words u are not running anything stressful to force a high enough load on the GPU to run at it's normal full clock speeds. Believe me, when u run a DX/OGL app, it will auto raise the GPU clock up to full speed.
As for GPU Driver not responding, what do you have for the following...

i have now star citizen hangar module at max settings and its till only 300mhz
psu: corsair cx 600w
windows 8.1 pro 64bit
catalyst 13.11 beta (the latest one)
U need an app that can monitor Min/Max, because if u ALT+TAB to look at an app that does not show Min/Max of values, your GPU clock drop as soon as switch back to desktop.

If so re-lock it. Then reboot and try a game that was random crashing before.
As with OC in CCC unlocked, an app such as Afterburner can conflict with CCC and vice-versa.
Also, ignore Afterbuner atm, I think they need to update that for Radeon R-series GPUs.
Use GPU-Z instead.

OKAY IM OFFICALLY ♥♥♥♥♥♥♥♥, overdrive was in conflict with after burner so its working perfectly now. im still getting random crashes though. i will get a r9 280x tomorrow and see if theres any difference, if not i will move on to a gtx 760
Also make sure u have latest Windows Updates.
