Are you sure about that? Windows has Xbox Game Overlay, Steam has the Steam Overlay, Discord will default install Overwolf overlay, GeForce Experience has the NVIDIA In-Game overlay. Given you are likely on Windows 10 or 11, you are on the Steam forums and specifically noted a Valve game, and are using a GTX 1080ti; I'd say it is a high probability that you do have other programs with overlays.
@OP when you are the one seeking assistance; you aren't likely to get it when you start giving everyone an attitude.
Having said that; The software center for your MSI GPU is the MSI Dragon Center (which is essentially their other software management systems with Afterburner integrated in it with additional UI options.
If you aren't actually trying to OC your GPU and all you are really caring about is RivaTuner and the overlay in Windows then there are several other options for hardware monitoring overlays including HWINFO, HWMONITOR, etc. You can also use GeForce Experience to enable the NVIDIA In-Game overlay and pin the Performance metrics. Or if you are on the latest Windows 10 or Windows 11 you can use Win+G key combo to open the Xbox Game Overlay and pin the performance monitor widget to place it wherever you want it on the display.
For linux MagoHUD is what you'd be looking for.
setting a hotkey as mentioned above to show/hide the overlay is also an option to try.
Your games might not have overlays but theres ar least steams, and xbox game bar we all kinda have out of the box

So you are not using Windows 10 or Windows 11? and you are not using Steam?
You come off as giving people an attitude for asking why and what you are hoping to accomplish because your OP isn't clear. Afterburner is typically primarily used for overclocking and tuning NVIDIA GPUs. RivaTuner Statistics Server is the poller that services the overlay. You not being clear and giving terse one liner answers that don't actually help the people trying to figure out wtf your issue is ain't going to get a lot of sympathy for you. Just like now you're coping an attitude because people were trying to help you fix your issue and you ignoring them because you "just want an alternative". I listed several; knock yourself out figuring it out.
I named 4 others that you are just ignoring, and others have also named a couple additional options (however, also use RTSS). No one even tried to name another program...
All the other major apps similar to MSI AB are all based off MSI AB anyways.
What games do you have issues with in terms of OSD from RTSS working?
-Asus tweak 3 should do the same job
-GeForce Experience has monitoring metrics.
-HWInfo running into the background showing the max and average tempeture
The GPU apps from ASUS (GPU Tweak) and the one from Gigabyte are all based off of MSI Afterburner anyways, they just look different really is all. And the OSD is actually handled by RTSS at the end of the day with those anyways.
Geforce Experience has it's pros/cons but it really don't show you much OSD info regarding your hardware monitoring.
Also you have the Xbox Gamebar which you can use on pretty much any game as well. It's pre-installed in Win10/11 you just have to enable it. Then once within a game, bring it up and configure the look and windows placements.
While CS2 and earlier CSGO had an issue where the reliable launch option would not launch overlays at the start of the game or match. Must be activated after entering a match. Is it fixed? I don't know because l am not using overlays.
