W11 "Organization used App Control for Business to block this app" FIX
This might lead you to believe it's a Windows Defender issue, but alas, this is another Windows corruption and has nothing to do with Windows Defender.

Boot into BIOS.

Disable Secure Boot.

Clear UEFI Bios keys.

Boot into Boot Manager.

Select boot drive.

Reboot into BIOS after launch if issue is fixed.

Check to make sure Secure Boot is enabled.

Reboot system into Windows.

Create a hardware backup of your Windows files. (it's likely in this case that your previous Windows Restore Point has vanished... Windows RP's are unreliable, try not to use them)

Install the Windows update if it failed causing the corruption.

New builds, check for driver errors and verify OS drive is partitioned as NTFS without loose partitions.

See if issue persist.

If that didn't fix it, repeat the entire process again, except leave Secure Boot -OFF- and check system drivers or your main storage device partition status in Safe Mode from the Recovery Menu.
W11 stable has gotten better, but the developer builds are always massively buggy and having a custom rig with a bunch of different drivers and software gets the OS very confused when two applications that have nothing to do with each other are fighting over priority, sometimes causing the entire system to have a stroke.

The much easier solution is to just make sure Secure Boot is never enabled when you install windows in the first place and this won't happen. It's not a requirement for any current operating system that exists today.

This can happen months after use and could be caused by updates - I've had this current version of my system for 3/4 months.

That's great. If you had SecureBoot disabled when you first installed the operating system then this could never happen however. It can't become corrupted if it's not enabled and running.
