you cannot tell by cpu usage alone, games really depend on single core performance, if the cpu has more threads than the game can use it will never get near 100%
Was it came from game itself like those scenes or situation in-game cause that? You got GTAV their benchmark pretty good, you could benchmark then compare to situation you called "stutter" in-game for example. Easy to notice from my opinion.
Or something tell me what was setting of each game in-game?
stuttering is uneven frame pacing
gsync/freesync will depend on if the display supports it
its not the gpus fault unless its throttling, or the displays fault
vsync could be limiting its usage, as that would put it to idle when done while waiting to send a completed frame to the display
but that would not cause stuttering
