Might be related to either the Windows update (which got rolled back in Win 7 - SP1 as bad) and Geforce Experience Software (latest version?) probably tried to update itself during that time.
Dec 10th: New Windows 7 patch was pretty much bugged - Disables some Graphics Driver updates and Windows Defender.

They rolled it back in a small 64kb update the following day.

You would probably have to clean / full install your graphic card drivers and Geforce Experience software again, after the Windows patch roll back, to fix any damage it might of caused. As it would be hanging upon shutdown, due to failing to update all it's components.

ps: Still not as bad as the fail Win 8.1 update, which would brick the entire system from even booting up. But yeah, Microsoft been at it again.
P.S.: No Windows updates were uninstalled in order to fix this.
A Windows update (kb3024777) itself, was the roll back for the previous (kb3004394). Windows should of applied it the next day, it's just incase something else got updated during that period which it affected.

It must have problems starting/launching.
Press Windows Key>(Type)Task Manager>More details(At the bottom)>File(Top left)>Run new task>(Type) cmd.

i was in here the other day chattin about cmd.exe error that people have been experiencing due to bad windows nonsence
on shutdown i still see the popup error box,,
after i posted the other day saying it was fixed , i thought it was BUT its back,, i got 4 new windows updates, reinstalled geforce exp. and clean installed nvidia drivers (the fix) but it seems it hasnt worked for me,,,
could someone explain what exactly i need to do to get rid of this cmd.exe popup eroor ?????
