run windoes disk check
start -> computer -> computer -> right click on the drive -> properties -> tools tab -> error checking -> check now
tick both boxes, check now

And when I hit computer it is taking absolutely forever to access it. The green loading bar slugs along, so I'm gonna assume it's my hard drive? Could my drive have been writing something at the time the power outage happened even though my PC was off?
it may have created bad spots on the drive
use hdtune trial to check the smart table

hdtune -> health tab
select the drive, and look at the data column for current pending sectors, and reallocated sectors
if they are more than 0 the drive is going bad
I downloaded it and I can't even open it. I try to even run as administrator and it'll just freeze over and my file folder will crash.
start -> run/search -> cmd
chkdsk c:
Nothing
run cmd
then in the command box, put
chkdsk c:

back up whatever you can to a usb stick or network drive
then take the drive out and use another pc to run the disk check on it

when prompted to reboot, reboot computer and don't press anything so checkdisk will do its thing.
