i dont see how attaining the best possible functionality is not optimization but what ever..
best possible way for starters is knowing your pc's limitations picking the correct monitor
for your cpu/card is the most important.dont buy a 144hz 1440 monitor then run it at 60hz
its going to run like garbage.balance out your pc.

only devs can optimize a game as they have access to the engine and source code
It's not technically the same as the developer optimizing their game but it can pick the most optimal configuration for our hardware.
