144 Hz monitor really wants something like GTX 970 to get advantage from high Hz.
GTX 570 is only slightly more powerful then modern GTX 750 Ti and is below GTX 760 and R9 270, 270X.

Still; better then 60Hz screens. However if u already have a 24 inch LCD, not going to be magic; or a huge improvement. If your current screen is ok and u like it thus far, I'd think about a GPU upgrade first.

It will work with the monitor but when your games run with less then 60 fps you wont get that much better experience from it.
And you need DVI-D cable for monitor, 144 Hz doesnt work with HDMI.

It will work regardless of GPU really. Even though a GTX 570 can not sustain 120-144 FPS in many games @ 1080p, a monitor choose of that sort is still better for fast-motion in general.

And yes for PC Gaming use DVI cable or DisplayPort; not HDMI. Since 570 doesn't have DisplayPort, then use DVI. 570 should have two DVI ports; looking at the rear of those cards, for a single display, use the DVI port that is closest to the HDMI/Mini-HDMI port, as that is the Primary port.

970 4GB would be a great bang for buck; given it's about the price of what GTX 570 was back when that was new to market.

It can do 144 Hz in terms of pixel fillrate but your other rendering power may slow your gaming FPS down below 144 FPS. Things like geometry, texel fillrate, GFLOPS and CPU power will also come into play in determining your framerate.
