Hair Dryer on Cool setting to blow dust out.. good or bad idea?
So, can a hair dryer on cool and no heat be used to blow dust out ? Or is it possible to have issues with it like a non-air dryer setup with an air compressor ?

both are bad ideas motorized items like hair dryers and vacuums can cause static. and air compressors can cause condensation and they can also blow water themselves . just buy a can of air its around $2

Doesn't that have to be done outside for 'air replacement' (oxygen)

Not trying to be rude but what in the hell are you talking about? No...just no. Grab the canned air...blow it in your system to remove dust...clean up the mess with a broom/vaccum.

Lmao, air compressors can cause condensation so instead just go and buy a can of compressed air?!?!?

Protip, motors are the safest way of blowing dust out of a PC as long as you don't go sticking a plastic pipe into your case. A motor itself does generate static but its also earthed and seeing as air is non conductive as long as there's air between the motor and your parts your fine, using a vacuum cleaner is a really bad idea as the particles of dust rubbing the plastic or metal tube acts like a lidon jar building up charge until it all discharges into your PC but using a hairdryer from a decent distance away is totally fine, much better than a can of compressed condensation anyway.

or just take the fans out and clean them with a cloth, takes a little bit longer but you can see your results

The most problem I'm having is the CPU fan build up on top of the processor.

If that's the case...canned air only. You dont want to run the risk of moisture/static around that area.
