if its a full or m-atx case with a decent 500+w psu
get a r9 270x it will hold 60fps at 1080p
or if its an oem pc, pick up a gtx 750ti
not as good as r9 270 but draws alot less power
if its an oem slim case, get a gtx 750 low profile card

find a brand name and model number
also look for a 110/220v switch
(if it has one its a very old power supply design and should be replaced if you add a dedicatd gpu)

Best you can do without replacing this is GTX 750 Ti, version that doesnt need extra power cables from power supply and just takes all power from motherboard PCI-E slot:

Avoid Gigabyte and EVGA two fan versions, those need more power and cable connected to the power supply.
It can run games on high/ultra settings depending on game with 1080p monitor.

It's fine for CS: GO and for majority of modern games. Only few latest games have started to demand 4 cores. If you want to play latest games then you could get i5-3570 but it would probably only make sense with new power supply and R9 270X upgrade.
Majority of fps comes from graphics card and CS: GO works fine with 2 cores.
Your motherboard has PCI-E slot for graphics cards so should not be problems with it.
If a game is GPU bound this is true. Some games do break the mode and are CPU bound.
I had this one game that went from a GTX 9800+ to a GTX 560 and got one pathetic frame more. I swapped from a Core 2 Duo to a i5 4670K on the GTX 560 and went up 50+ frames.
