Case fan stiff
I cleaned my PC today and noticed that the rear case fan is stiff. It doesn't have that snappy feel when you move the fan. I can barely feel any air being shot out compared the top fan and it stops working when i set the fan speed to low so it's probably not working up to speed. Anyone know how to fix this?

most fans need a certain amount of milliamps to rotate this is called the stall speed , it differs from fan to fan manufacturer.

however what do you mean by stiff ? , if it does not move freely then it probably has dust in the bearing , you can try cleaning it out , some fans you can remove the sticker on the back and then there's a little plastic ring that holds the axle where the fanblades are attached too , remove this and you can take the axle out and clean it better, if you cannot then blow it out with some electrical spray or even WD40 works... dry it off good and try again... if it still not free then you may want to buy a new fan.

If you're that concerned, why not just replace it? Besides, unless you're running high temps, it's possible that your system cooling doesn't see the need for it to spool up.
