44c is fine for idle as long as its max temp doesnt go over 90c
What kind of Temps are u hitting under full loads, as that is much more important.
Don't vacuum Computers, you should blow out the dust inside instead.
Unless the GPU is a reference design, taking it apart to clean it shouldn't be needed. Most after-market designs (such as EVGA ACX) you can simply clear the heatsink and surrounding areas from dust by blowing it out/off. Use compressed canned air (and then vacuum up the mess) or buy an air blower that comes with attachments, such as a fine-point to allow for ease of cleaning.
