Also it's a bit too big for 1920x1080 resolution. I myself have a 23 inch monitor with the same 1920x1080 resolution and i do see pixels if i move my head closer to the screen. But with 27 inch it will be quite a bit worse.
I would say for a 27 inch screen you need at least 1440p (2560x1440) to have a sharp image.

If you're going 27" step up to 1440p. Otherwise stick to 24".

Going from 28 to 24 will be painful.
a 22-24in 1920x1080 monitor would have smaller pixels (.27mm) and look sharper
5ms and under for 60hz is fine
for a 120-240hz monitor, you need 2ms or lower
