Graphics cards, sound cards, networking cards, those are all expansion cards.
An expansion card fits into those slots as a circuit board that can be inserted in a computer to give extra facilities or memory.
Memory Slots = Allow for more memory sticks.
PCI Expansion Slots = Allow for graphic cards (perhap you want SLI - multiple graphic cards) or a sound card, network card, etc.
It's quite an old term, just because it doesn't say it, doesn't mean it doesn't have extra slots available for upgrades.
It's best if you posted the PC specs / motherboard, etc.
or give your budget/currency, location, or sites/stores you are buying from
and main uses (gaming, rendering, video editing/encoding, vm ect..)
