download/install latest chipset drivers (LAN/WLAN drivers) and reboot.

You restored a laptop? Therefore it is most likely redownloading all the service pack / updates? Maybe even downloading steam games, etc. Therefore if that's set to automatic download, it would be drinking a large percentage of the network bandwidth till complete or cancelled...

I downloaded every service pack/update i needed before i did anything else, as far as i can see CS:GO is the only thing being downloaded.

you may need to open a port on the router.
This is common with people on Console's having lag, etc..
Same concept for you on the laptop..

as wierd as this may sound. I googled your problem, and on quite a few forums, it was mentioned to try a different electrical outlet. This seemed to solve the issue with a few people..
Other than that, as far as I can see from my friend Google, it could be a possible malware... I'm at a loss for anything else.. Hince me askin Google. :P

the power supply could be interfering with the wireless
try with a cable and see if the speeds are better

Your probably switching to power saving mode when you unplug your pc. Check your advanced settings.

I looked at my setting as they are set to max performance when un plugged/plugged in. Not understanding why its doing this.

check the wireless connection properties, see if its dropping the connection speed

Could it be a hardware issue? im getting signal its just not at full when i have it plugged in.

Get a Tin can or something metal to shield your power source from the wireless reciever in the laptop.. Sounds wierd, but if you have a good signal with wireless without the power plugged in, then try to see if a shield will help... It is ghetto, but may work.. Also as stated by others try and run a hard line and see if that keeps the connection strong with it plugged in..

As a shield, even a pringles can, split open surrounding the power line, could deflect any radical flowing energy particals..
