The first one is a nice efficient home PC. The second one is a entry level gaming PC.
Neither is great. You should build one from parts unless prices on parts are bad where you live.
260x is a better gpu tho
the amd build is kina poor
the '980' board still has a 760g/710 chipset designed for aii/pii and modded to run fx at nerfed spec
