As suggested an overclock would help, but I don't recommend going over 3.66Ghz due to poor performance vs watts.

I might also say another 6GB of RAM would be in order. Since 6GB alone is low nowdays.
RAM might actually be your biggest problem.
Other than that you can probably overclock your CPU to 4~ GHZ or so with a good 3rd party cooler if you really need to. Though I'd hold off on that and see if the RAM and maybe GPU make a difference first.
Also as has been mentioned you could use a better PSU though your current one might work fine still even with upgrades. If you have the spare cash go for a 80 Plus Gold Fully Modular 650W to replace it. Here is the one I'd specifically recommend:

If you'd rather a GTX 970 or a R9 290X you can also change that in for the GPU instead of R9 290 but that will push the total up to around $520 to $540 or so.
Make sure to set the RAM to the same speed & timings as your current set if possible. If there is any problem getting the RAM to work together you may need to just use this new 12GB instead of the old stuff but I'm guessing you can probably make them work together with enough tweaking and tuning. Just remember that timings and voltages may have to match as well as MHz and they may have to go in specific slots. I'm assuming you have 3*2GB right now, if it's 4GB+2GB that might make it more complex but I hope you work it out. If not 12GB is still at least enough RAM, you don't need the full 18GB for gaming or streaming.
Also depending on what you have observed of your CPU usage (which probably rarely exceeds 60% if ever) you may want to overclock it using the new CPU cooler. DO not overclock unless you actually need to. Overclock before upgrading for sure but don't do it just to waste electricity cause it can also damage or shorten the life of your CPU and motherboard. You got a good overclocking CPU and a good motherboard though so if you need more CPU performance (monitor it first to see total usage doing your most demanding tasks) then definetly go for a overclock if there is no other way to get what you need. You can also re-use the cooler in the next build as it's nicer than any stock cooler that I know.
The PSU is great, you potentially might be able to save a bit of money by skimping and getting a 500w 80 Plus Bronze but that EVGA 650W Gold is really nice.
One other thing you might want is a SSD. $60~ can get you a 120-128GB one and $90-$100 can get you a 240-256GB one.
One other closing thought. It might just be the internet that is lagging you. It does that. I mean your rig already more than exceeds CS:GO maximum requirements I think?
Also the same brand you got with exact same specs (except 4GB) would help compatibility.
Also I took a look at the specs on your PSU and it honestly looks like it'll be fine.
I use Dxtory+OBS for streaming, but if you recommend another software, I'm willing to try it out, Topper.
As already suggested a dedicated ssd would be good for streaming to.
