This website shows FPS for CS:GO on the same engine (not sure if the exact same build but it's the closest thing there), so you can expect FPS in that region.
For Intel driver needs, install their tool: http://www.intel.com/p/en_US/support/detect
Then Uninstall the old Intel Drivers (for Chipset and HD Graphics in Programs and Features) first though, then reboot and download and install the latest with the Intel Update Utility.
May be able to run it, but its a struggle.
Both the 2000 and 3000 series iGP are quite weak. So Garrys Mod, while it should run ok, you will have to turn the in-game quality settings down as needed to compensate. Prob the most you will see is roughly 20-30 FPS at best, depending on applied screen resolution.
