If you have a PC with an APU can you add a graphics card?

Which graphics card you can use depends a lot upon your PC's case and power supply.

Depends on your exact system. The APU is not a barrier. However a dual core APU might not be worth adding a graphics card to. If it's a quadcore though then sure.

Other things may be a barrier. It needs to be a desktop for it to be easy to upgrade. Laptops may not allow upgrades, in fact probably do not. Also your PSU power supply unit, needs to provide enough power for teh new dedicated GPU and good ones need PSUs delivering 500W or more.

So the APU is no barrier. There may be other barrier to upgrade but the APU is not one of them. Though again if it is a dual core there is little to gain by adding a good GPU and you should probably want a quadcore APU as a upgrade instead since that will also have better integrated graphics included.

For example a A8-6500 (quadcore) APU and a R7 260X or R9 270 would go together great. If you have a K-series APU (A10-5800K for example) that's even better as it can be overclocked and maybe go with up to a R9 270X or R9 280.

yes, but may not be worth it
the apus gpu is matched pretty well with the apus cpu

Can't really give blind advice.

APU can mean a whole range of things, be specific, which one?

Like as in there is a dual core Sempron 2650 @ 1.45 GHz through to a quadcore A10-6800K @ up to 4.4 GHz with boost. Also there are laptop APUs and older models of APU. So we really need to know your specific model and hopefully something about the rest of your system to give good advice.
