GTX980 not downclocking when idle.
Any ideas how to fix it ? Currently the gpu idles at 1000mhz, and jumps to 1367mhz on load.

As a test, in Windows to go Screen Resolution > Advanced Settings and change Refresh Rate to 60 Hz and Apply. Click Ok to accept it fully. Then see if GPU idles down near 100Mhz like it should after 5-10 secs of being fully idle.

Yes changing to 60hz does drop the clock speeds to 135mhz.

EVGA SC or SSC, u should be able to just bump it to 110% Power Boost and leave it.
But it won't actually OC until the GPU load reaches a certain point.
If you want better control here, there is a down arrow below Power Boost, click this and then set Priority to GPU Temp and set that to around 80

I already had a mildly increased power limit @103%. Seems to run at 77 degrees max. Don't really want to increase it any more.

WTF u smoking? Afterburner works on mostly all GPUs.
It doesn't negatively affect how the GPU functions.

MSI Afterburner don't change nothing, unless U change it

MSI Afterburner will automatically load in selected profile upon booting. It does that as soon as you install it, and doesn't care about the brand of graphic card it's affecting. It changes your graphics card factory default settings when starting up.

You will either need to unassign a profile to it or remove that software.

I'm not saying it's bad software or no don't use it. I'm just questioning the purpose of having it, when you don't even want it to do what it's designed to do - tweak voltage settings.

Just check any profiles under it or offsets. Even if they are all at zero according to the app, consider checking it again without the app installed (for testing purposes). There's a minimum lowest setting allowed on some values - which factory setting might even be lower than.

When u select that option "OC upon Startup" that is just so upon loading AB that it auto loads your profile. And that is only if u have a saved profile with changes applied to it. If u select Revert/Default, then u are using the default settings from your GPU BIOS/Firmware

The software by default does not do this or do anything to change the GPU clocks/voltages.

Without changing anything yourself, it's perfectly fine to use as monitoring software and for the included OSD features of RivaTuner.

EVGA Precision and the ones ASUS and Gigabyte offer all do and work the same exact way. However those don't always get along with certain GPUs, where as Afterburner does.
