Generic PnP Monitor
I got a new monitor, a Samsung S24D390HL, upgrading from an old samsung monitor thats nearly 10 years old at this stage, I also got a new graphics card, an AMD R9 280 and im using a hdmi cable to connect them but in my device manager it shows up as a generic pnp monitor and kind of throws of the resolution and quality (I hope otherwise the monitor is strange lol)
any help to how i can get my pc to recognise it would be appreciated :)

Generic PnP Monitor is normal.
Go to Control Panel > Windows Updates and click "Check for Updates"
After this (even if nothing new), go back to Control Panel and click Devices and Printers.
Your Display shown there should have the correct name, regardless of what Device Manager says.

The reason for the display being "off" is because of AMD GPU + Over-Scan.
Simply go to AMD Catalyst/Fusion Center > Display and change the Over-Scan to 0%

If you can, don't use HDMI, use DVI or DisplayPort.

its weird/annoying, on the desktop it looks fine, but when i go to play most games it doesnt go fullscreen, its not windowed but theres like a black border around the edges of the screen.

The in-game Res might be the issue, try using the native screen res.
But yea AMD GPUs + Software are annoying to say the least, it's why I would never buy em.
Should be options to change/address such issues within AMD Catalyst
