9800 = still wins based on raw processing power
Basically at high-res, most games not requiring the added VRAM of the 640 (or other GPU) will perform best on the 9800.
If you are looking to buy a GT 640, please don't waste your money.
Instead get something such as:
NVIDIA 660 Ti, 750 Ti, GTX 960
-or-
AMD R7 265, R9 270X, R9 280X
While it is hard to find ones like 660 at decent prices now, EBAY has them for good prices (below $100 range) and 660 / 660 Ti are quite decent for that price, considering the Ti 2GB were around $200+ range when brand new.
