Pros:
*cooler as long as it's hard flooring and not carpet.
*safer in terms of the tower falling over
*more space on the floor
Cons:
*dirtier and dustier
*floors with carpet are bad as they do not allow airflow under the PC tower

I have two kids (ages 6 and 2) and I have a full tower. Empty this sucker weighs just shy of 38 pounds. Once everything is installed it is 50+ pounds....
I can't put it on the desk because it could literally kill the kids if it fell off on them or even the dogs. Also, it would look just stupid for a tower that size on the desk.
I have carpeted floors - I just have a cut piece of plywood that my tower sits on so it's not directly on the carpet and I haven't had any issues.
Worst location is actually inside a desk or small area, with little to no airflow. You have to do this custom build designed for it and in a certain way (as like suggested above). I've seen some people have the computer in a cupboard desk, suffocating itself in a hot pocket of static air.
It is also equally as bad to place directly on carpet, as that increases dust levels greatly and also blocks the PSU (power supply unit) from underneath airflow.
