Dual core CPU's no longer support new AAA games ?
So many of the newer games are not even launching on Dual Core dual threaded CPU's( Pentiums) like Far Cry 4.I know there is an unofficial fix available but more and more games list minimum requirements as a quad core CPU like upcoming GTA V,The Witcher 3,MGS V,etc so they too will probably not work on dual core CPU's.
I think Toms must remove Pentium from recommended under $100 CPU list altogether since AAA game developers are no longer supporting it.I too have a Pentium chip in my budget gaming PC but looks like would have to either upgrade to Quad core i5 which are too expensive or miss out the games altogether.Even i3 CPU's will soon become pointless as most AAA games these days list i5 Quad Core as minimum not i3.I just want developers to support dual cores a little longer until Intel Quad cores drop to under $100 new as most people cannot afford $200 Intel Quad core CPU's.

Anyway cpu's under $100 are bit too weak to run likes of new AAA tittles no matter what core count. So i find it reasonable recommendation considering performance is rather good for those games that don't require higher thread count.
Devs "supporting" dual cores would mean less features for new games as many of those things requiring big chunk of cpu power are for things that you can't change with settings (basic mechanics).
I dare to disagree about what you say most people can not afford $200 cpu but can $100. After all gaming capable (new tittles) rig is minimum arround $500 so $100 more doesn't make such a big difference that it should break the bank. If you can't afford gaming rig for big tittles on pc then you perhaps should consider gaming on last gen consoles or deck of cards.

DX12 may help bit when it comes in use in new big tittles as it is said to be way more cpu resource friendly than DX11 (but only if you have win10 to have os support for dx12).

DX12 may look all bright and shine and pack a punch, but don't forget it usually takes game developers another 6 months to come up with new games that truly support the next-gen DX. Even if Microsoft is ready to release Windows 10 in early Q3 this year, we aren't going to see a DX12 game until at least 2016.

Yes that's why i said "when it comes in use". I'm bit sceptical it will have greater impact on cpu requirements anyway as devs can then just implement more cpu heavy things than before.

You're probably right. Most post-2012 quad-core CPU models are more than enough to handle whatever DX11 has to throw at them. The real hold back appears to be the capabilities of DX11 itself. A more noticeable issue was the 'draw calls' limitation of DX11 which became a heated discussion during last November when Assassin's Creed Unity was released.
