did you update mobo/chipset drivers?
did you install nvidia gpu drivers?

did you update drivers fom the mobo cd or windows update?
best to go to the oem mfg site, or mobo mfg site and get the latest drivers
along with nvidia for the latest gtx 970 driver
I have the latest drivers, I done a clean install of Nvidia drivers and software to see if that fixes it.

I can see it says I am using a Intel HD 4600 and the VRAM is 1024, not sure if that could be the issue.
(did you connect monitor to gpu video port or to the motherboard video port? )
is the theme you are trying to use a UxThemelike this one?
No I don't use any third party theme, I was making my own slideshow theme using pictures I had collected. E.G by ticking the boxes and apply then slecting the theme, even themes downloaded from Microsoft website don't work.

All the drivers of said devices are updated and BIOS as well. Same issue

If your an advanced Windows user, and know how to use 'regedit', carefully do the following:
1. From the Start menu, click All Programs and then expand Accessories.
2. Right click on “Command Prompt” and click “Run as Administrator”.
3. Click on “Allow” from the Windows Security dialog.
4. In the Command Prompt window, type “regedit” (without the quotes) and press Enter.
5. Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\DWM (if this key doesn’t exist, create it)
6. Create a new DWORD (32-bit value) of UseMachineCheck, and set its value to 0.
7. Create a new DWORD (32-bit value) of Blur, and set its value to 0.
8. Create a new DWORD (32-bit value) of Animations, and set its value to 0.
(go back to the command prompt window opened before)
1. At the command prompt window, type “net stop uxsms” (without the quotes)
2. after that finishes, type “net start uxsms” (without the quotes)
3. Reboot
4. Go to Personalization in the Control Panel, Click on Window Color and Design
5. Apply Aero
Registry Disclaimer:
Sometimes this problem is caused by two Windows registry entries that have become corrupted. To fix the problem, you have to use Registry Editor to delete the corrupted registry entries. Do a BACKUP first, under regedit, you can click 'export' on those fields/folder and create a 'backup.reg' file to restore them back if required.

Suggest try running the DirectX Runtime Web Installer:

It will patch up any missing DirectX files wheither it's version 9, 10, or 11. It should do them all for backward compatibility support.
