Ie, mine hits 75c at 42% fan and 99% - 100% load on a fairly warm day 24c - 26c outside last week.
You could try to downgrade drivers, underclock it, ensure good airflow, etc, but i recommend RMA that card - most likely faulty hardware.
Ensure you have the latest Microsoft .NET4.5 Framework for it to work too:

If you already have that or didn't help, downgrade your AMD drivers to the so-called stable version - 14.4.
When turned off, open the case. Clean out any dust, clean up any airflow cable blockage (tidy the cables around the edges or behind the motherboard if possible). You should have an air tunnel from front/bottom fans intake, through to high/back extract fan(s). Note the graphic card is at a lower level, therefore ensure air can flow there as well under the card to it's fans and out the back. Ensure all fans are working and in the correct direction. Finally move the PC away from walls or low ceilings such as the underneath of a desk (that can cause hot pockets - static air which doesn't escape). Hot air will rise up then needs somewhere to escape, avoid cycling any hot air back through the system.

Mantle isn't third party anything and it certainly isn't a driver AMD use to fix issues. Not going into that one any deeper than that.
OP has a specific issue which is with the Sapphire Toxic edition card, not all cards are affected and if you bothered to use google before issuing useless advice you'd see that Sapphire have acknowledged the problem and are working on a Vbios to fix the issue, RMAing the card will just take weeks to end up with another broken card.
OP, head to Sapphires website, register your card and start up a support ticket, tell them you have artifacts and they'll tell you where they are up to with fixing the issue. Its not AMD who have to fix their drivers but Sapphire who have to fix their BIOS.
Anyways, it's that desk which is most likely the issue, hot pocketing air at the back with no where to escape. Therefore building up over time and re-entering the system... causing overheating issues. Problem should hopefully be solved by changing that.
Mantle is AMD owned proprietary technology which AMD decided to keep open source. Its not third party in anyway, it was designed, built and is owned by AMD. I don't have to look anything up because i know for a fact it was created by AMD in conjunction with DICE for BF4.
Also its a KNOWN ISSUE with Sapphire 280X Toxic cards which needs to be fixed with a Vbios update.
