Are integrated graphics that bad?
I heard people saying "lol you cant play pc games without a graphic card LAWL!11111111"

The problem is...

My laptop which I will soon be upgrading has 1GB of ram and intergated graphics (256mb) and I was able to run COD: World At War at low/25fps fine.

I don't even think that I need a graphic card.

I will be upgrading my laptop to 4GB (Don't really care for high graphics, more of an GIVE ME MOAR FRAMES person, neither do I play high demanding games)

Playing at low settings at less than 30 fps is not what many would consider "playable".
Personally, I'd never be comfortable with that as I hate both playing at low settings and playing at any less than 30 fps.

Besides, the game that you mentioned is an older game. Your laptop would absolutely not hold up at all with many newer AAA games.

old games are still pc games. indie games are pc games. whether you prefer higher fps is irrelevant as he is the one playing.

That said, I don't game at all on integrated graphics, but I have in the past and do agree that you can, if you aren't playing very demanding new games

Depends on the CPU, the late model Intel CPUs have quite improved integrated graphics. I personally still wouldn't use it as I have a high-end graphic card, but they are about the same performance as low to mid range graphic cards. They are fine to use if not a hardcore gamer.

Laptops can swap between to save power on simple tasks. Win 9 appears to be coded to possibly use them both at the same time, which could be a bonus.

In comparison to a GOOD dedicated GPU they can be that bad.

The best consumer PC integrated graphics processing unit (iGPU) does 800~ GFLOPS.

The best consumer PC dedicated graphics processing unit (GPU) does 11466~ GFLOPS.

See how that's over 10x better?

Now of course currently iGPUs between 400-800 GFLOPS are still "ok" for a lot of gaming. They can play all the PS3 & XB360 titles, the crossover titles released for both old and new consoles and several PC only MMO / MOBA / F2P games. All this at some level of detail settings & resolution or another, many might be maximum & others require lower settings.

So yes you CAN play some games on a iGPU but when you are investing in a new gaming desktop it's not recommended unless on a extremely low budget. If you are on that aforementioned extremely low budget then you should be buying a AMD A8 or A10 APU as they have the best integrated graphics available at the best price available. Top end A10 always has the best integrated graphics of the generation. Currently those are the A10-7800 and the A10-7850K.

Usually for gaming though if the budget can stretch a little bit integrated graphics is not the best value for the money. It's very good for a normal home computer for office, recreation, entertainment and so on but when it comes to gaming value, not right now.

Now for best value on a APU - keeping in mind that you are going to have to upgrade to a dedicated GPU to match the Play Station 4 and Xbox One - there is the A8-7600 which you can do a similar build with and later add in a R7 260X or better:

So if you plan to upgrade to a dedicated GPU later this one makes the most sense and provides the best price on a build that has upgrade potential for later and can play some games now. You will need to upgrade to at least a dedicated R7 260X or so to match the newest consoles. A R9270 or higher up to a R9 285 would probably be a better idea if you can afford it and if the price & value on the card you find is good. R7 260X is a great little card though so no problem if that's all that's on budget.

My longwinded point is that you can play games on iGPU but at this point the Xbox One and Play Station 4 are better than any desktop PC iGPU (ironically they both use AMD APU iGPUs though) so you need to keep pace if you expect your rig to run smooth.

Switch to a desktop for gaming if you can, it's much better & cheaper.

Xbox One currently does 1310~ GFLOPS & Play Station 4 does 1843~ GFLOPS.

You can't get something for nothing.
Shared memory+tiny die size and the rest, you are getting a super gimped component, just how it is. You get what you pay for.

Igp has come a long way, but in the end its only ever going to be a super budget part.

My 2.1GHz Pentium Sandybridge can play Minecraft with I'd say an average of 23FPS on the lowest settings at 720p. I can bear it, but it's not great. It can do Terraria @ around 40fps which is pretty impressive for this piece of crap. I imagine the best desktop IGP Intel has today will have no issues (HD 5000? 6000?)

COD is only a overhyped and constantly rebadged crap made for teenagers clueless about hardware, so they could run that even on a toaster. Is not quite the best title to show off GPU performance.
Even so IGPs (now lets call them APU) came a long way since those S3 chips integrated on the mainboard, cause those had issues even to run mere videos and compared this a Intel HD allows you to play at least on low details, while a Radeon arround medium.
Still not a challenge to dedicated gaming card.

low/25fps I wouldn't say that's fine but it gets subjective. I played it on a GTX280 way back and found that fine.

For the most part yes, however I have heard rumours (never seen any solid proof) that the Intel Iris Pro 5200 can play BF4 at High settings at 720p. For an iGPU I consider that good.
