Ya you can get a brand new system for $400 which is probably a better idea & can be upgraded, it would be good to get a good dedicated GPU in here later:

However I checked your profile and it says Brazil so are you coming to the USA for shopping (you quoted in $) or do you need prices from Brazil shops?
I'm not sure what to recommend to you since I don't know Brazil pricing & the parts you listed are not a complete build and almost total $400 just by themselves without all the other stuff you need like PSU, case, HDD & so on.
Tip: use Linux instead of Windows as it's cheaper.
I don't feel like multitasking much. But what about a good looking $40 i7-920?
Find a overclocking guide online to see what they actually got it to.

I am buying in USA then bring to Brazil. I said $400 budget, but something like $250 second-handed would be ideal, really. Buying that APU don't seems viable, a used GTX 550 ti goes for $70 and performs way better.
As for the other parts, I will use some spare HDDs, custom built cases etc. Even thinking on mineral oil cooling, since all my fans are destroyed by dust where I live.
Since my actual PC is over a decade outdated, any upgrade will be a big deal. The $250 is still good, that is why I was looking for used parts. I am no longer hardcore gamer. This $250~400 expense is actually a luxury.
Take that $400 PC, isn't possible to build one similar for $250 using discontinued (but higher-end) parts?
About the oil cooling. Apart from cost and oil leaking, what is wrong about it?
Edit: Well, forget about the oil. I know its a potential bad idea.

As for the Mboard and CPU, I need something that won't bottleneck it and still be a bang for the buck. <$100 CPU, <$100 board and <$80 RAM. I have very little knowledge on this subject, compatibility etc.
