start -> control panel -> windows update
view update history
look for anything driver related and uninstall it
Often times people have had a bunch of Windows Updates and did not realize a Driver was one of those. Always look at the full list of updates and right click + hide those Driver ones and don't get em from Microsoft WU. Instead get them from their source. I've even had times (back in WinXP) where Microsoft hardware even did not work correctly (Wireless KB & Mouse Comfort Bundle) where WU would detect the reciver, kb, and mouse and then want to auto-update the drivers, after which the devices either didn't work properly or had issues after doing so.
If something like a Keyboard or Mouse works fine, no reason to update that.
If it's Logitech or something else, get the most updated software/drivers from them directly and not via Windows Updates.
Most motherboards will even suggest that you use the USB 2.0 ports closest to the top-edge of the Motherboard I/O
USB 3.0 won't work until its Driver has been installed.
