DISCORD OR STEAM??
WHEN MY STEAM IS OPEN DISCORD DOSNT WORK AND IT DOSNT WORK IN ANY INSTALLED STEAM GAMES EITHER

It seems your operating system recognized your Discord as a game or a multimedia app working with DirectX and won't let you open two simultaneously.

So, you can change the Discord value or priority on the task manager, but I should be able to see it, and since I'm not sitting at your PC, I don't recommend doing it yourself if you don't know how it works.

A temporary solution: Open Discord in a web browser when you want to run Steam games.

No clue what you mean by both not working, but both share some of their code and use the same type of hardware acceleration. You can disable it in both and see if it fixes the issue.
