No you can't tell them that with the information provided. Their PSU could have blown OCP, OVP, OPP, etc. and not damaged the GPU but the system is dead because the PSU is broken. Gigabyte's PSUs are trash.
Now, if the PSU did fail it could have also damaged other components including both the motherboard and the GPU; but with out actually testing it we couldn't know if they are damaged or not.
Like that the GPU out of the system and inspect it for any signs of visible electrical burn marks (black soot around SMDs or capacitors, oily/greesy areas that weren't there before, etc.). Then try to smell the exhaust and fan areas to see if you can smell that odor of ozone.
Then take your PSU out of the case and see if you can smell the exhaust fan to see if you can smell the odor of ozone.
