i can say, your GPU is kaput, but not your chipset, but pcie connector
gonna be unstable when playing random game, much unstable when you playing UE5

No you can't tell them that with the information provided. Their PSU could have blown OCP, OVP, OPP, etc. and not damaged the GPU but the system is dead because the PSU is broken. Gigabyte's PSUs are trash.

Now, if the PSU did fail it could have also damaged other components including both the motherboard and the GPU; but with out actually testing it we couldn't know if they are damaged or not.
you should find the source of the burning smell first. Unplug your pc, and remove the power cord from the psu. See if there's a burn mark.
OP, are you able to smell the PSU and GPU separately to see if they have an ozone smell (electrical burning smell).

Like that the GPU out of the system and inspect it for any signs of visible electrical burn marks (black soot around SMDs or capacitors, oily/greesy areas that weren't there before, etc.). Then try to smell the exhaust and fan areas to see if you can smell that odor of ozone.

Then take your PSU out of the case and see if you can smell the exhaust fan to see if you can smell the odor of ozone.
That Gigabyte PSU is complete trash and fire hazard. Most likely the reason.

id also vote its a failed psu
80+ silver is better than 80+ bronze, but not as good as 80+ gold

dont bother with rma, just get a good one

The psu is a tier C which means that it is unsuitable for gaming. Find where the smell is coming from. It's possibly due to the current draw and might even be the powerboard if the pc is plugged into one.

https://www.reddit.com/r/PHbuildapc/comments/1md0xjp/thoughts_niyo_sa_gigabyte_p650ss_80_silver_psu/

Claims ATX 3.0 compliance, but no testing to support it and no 12V-2x6 even in 650W configuration.

Test a different Display first. Such as a TV with HDMI

What would make you think it's the display? If the display is showing them it is getting no signal; and they had an issue where the PC shutoff with a burning electrical smell, I'm not sure how you'd think the display is an issue.
