You could improve airflow in/out of your room or add an A/C so the ambient temperature is lower.
If you've room to fit a 360mm AIO(Aka, 3 120 fans in size) or a 420(3 140mm fans in size). Size is the kicker.
If not, a high end air cooler would be your other option.
it's a 7800x3D it's not exactly a high power component, a decent air cooler or AIO and any off the shelf TIM will be fine.
You certainly don't need anything "high end" unless that's the look you're going for.
Arctic Freezer is one of the best and offers very good value. Peerless Assassin or similar double tower air coolers are also great value.
7800x3D is an unique CPU with tiny power consumption but with high 120W TDP almost matching intel 14900k 125 TDP. It also has very low thermal limit of 89C so it definitely needs a decent cooler.
I cool my 9800X3D with a 360 AIO, I wen't with the CM ATMOS as it reviews well but I put 3 Phanteks T30 fans on that I have.
Thermal paste most are ok, I've been using Noctua NT-H1 for a long time, using NT-H2 now, used Thermal Grizzly on a few PC's but I've found it gets quite dry quick sometimes.

Lancool II was always a good case from what I remember and some of the Fractal cases, I tend to go for high air flow cases.
