Get the cheapest model you can find a custom block for, you'll be able to buy the card, the pump, reservoir and a better radiator and fans gir less than those ore blocked cards cost and it will run cooler.
I'd suggest looking at bykski blocks and barrow fittings, they both offer pumps / reservoirs and rads cheaper than the bigger western known brands.
Or go super high end and get an optimus pc block when it's released and a pny card and still be cheaper but have a much better block.
