If you are retiring a PC that had Win10 activated on it there is still time to activate the Win10 key on Win11 to get that on a new PC for free.
If still on Win7 you can't use that key on Win10 or 11. As that time has passed.
So either Win11 on the new PC or a distro of Linux

A whole functional PC with a Windows 11 license, a Ryzen 7 8745H, 32 GB of DDR5 RAM, and a 1 TB SSD for less than the cost of a mid-range GPU these days. Plus the whole thing is small enough to mount to the back of your monitor with VESA mounts if you want. That's a Radeon 780m on board, which for on board graphics is no slouch.

Downsides, kind of like a laptop, your upgrade options are very limited. It's kind of a self-contained package.
This will leave the door open for if you did want to play some games, but if you're really not interested and on a tighter budget, but you still want a functional machine, you can certainly spend less.

This should be able to play the old games i want to play at a decent rate ( for me as i said only need 1080p at 30 frames for games like COD Classic and Brothers in Arms).

Also I don't think you're going to have to worry about Windows 11. I'm pretty certain it will be pre-installed and activated out of the box.

Realistically you'd just buy a modern low to mid tier gaming PC. And have the added benefit of opening up many more games to you.
