Is the stated CPU a desktop CPU or laptop CPU? If a desktop CPU, unless otherwise stated you would default to desktop GPU.
In general the system requirements are extremely biased to desktop hardware.
In general if the system requirements state a 4050 or equivalent desktop GPU you should be OK with a laptop 4050. Yeah it's a bit less powerful. But the minimum requirements are generally not a floor where anything less the game will not run. There's usually lots of room before you get to that point. Very often minimum requirements are just the limit the developer wants to support, and/or the limit they think provides the experience they want to provide.
You can also often look up X game + Y hardware on youtube and get a decent idea how a game will perform, there's lots of performance videos.
Lower end/entry level hardware often gets raked over the coals. And there's often lots of things to criticize and nitpick compared to more capable hardware. People who have opinions about hardware often aren't dreaming about 4050's and the like.
You look at the bottom card in any generation and it's going to be middling at best as far as its treatment goes.
People are mad because you can play the same games as their high-end system, only they wasted money and you didn't. Simple as that. You might be running lower graphics, but so what? If you're not a hardware simp with an unhealthy fetish for slimy, blurry graphics with no value proposition, don't worry what they say
As to why people hate on the low tier cards, mostly ignorance I suspect.
I've long since argued there is nothing I've tried on my 4090 that I cannot get to run on my 3050 8GB at acceptable fps, just, much lower settings obviously.

Desktop 3060 12GB is 42% stronger.

the 115w 4060 mobile is about 25% stronger, but still around a 2060 super or ti
But yes just because one Laptop has an RTX 4050, they are not all the same. They can vary in max power and also which CPU the Laptop has will also be a performance related factor as well.

Your GPU is roughly comparable to a desktop GTX-1660 Super or GTX-1070
So when you are looking at system requirements you can use those two as fill in cards for yoru performance generally. You can also check the GPU heirarchy list at that link for the GPU the game devs list to see if you are above or below it. As long as you are no lower than maybe 10% below the required card you probably have a chance at playing the game title. Just make sure on fringe cases like that to get some actual gameplay in during the 2 hour refund window so that if a specific game is not very playable you can simply r/q a refund.

those do not always mean playable, or 30+fps, or even at 480p or higher
Which games currently do not run on 30+ fps or even at 480p? I'm not saying as I disagree, but I am interested in which games which 4050 can't run? I wasn't doing extensive research and I do not need 4050 to run everything (I actually wanted to go with 3050 but it's much harder to find in my place). It's just I'm interested in what games are those as all I'm hearing is that 4050 sucks, it has too little VRAM and on other hand I checked couple of benchmarks on youtube with 4050 laptops running everything on 1080p at least on low details.
Something that you wouldn’t be able to do most of the time with CPU bottleneck.
