what cable do you use? there could also be a software limit in place. i have the same issue myself, though in my case it is caused by a hardware limit in my pc. my gpu can not output higher.
HDMI
Yeah that's the issue. Switch to a DisplayPort cable.

Try classic solution: clean drivers uninstalling with DDU app and safe mode and install them again.

Windows can damage GPU drivers. Sometimes to a point where even DDU can’t help and you may need fresh windows installation. Happened to me once.

sounds like a HDMI cable issue to me

displayport or dvi(if your monitor and gpu supports it) can both handle 144 hz without issues.
hmm, my hdmi doesn't seem to have an issue running 144hz and on 2 screens.

my hdmi cables are rated for 8k and over 144hz, 2 - 50in Phillips 4k tv's that have native 144hz and an outdated Asus rog strix 1080 that only ran 60hz on 2 screens for 8+ yrs.

though, I have ran both at 144hz without issue, I run the main at 120hz (just running under max so it's not working a ton harder) and secondary at 60hz (isn't handling anything performance heavy, so it doesn't need any muscle).

I'm thinking maybe the cables, or gpu.

could be a worn cable too. i have experienced that hdmi cables have gone from higher frequencies to maximum 60 hz on the same screen.
Maybe i plugged in the wrong port maybe
Do you have a DisplayPort port? If yes then try to use DP cable instead, and make sure you have a good GPU and driver installed, then you need to do like one step to make it maybe, if you have Nvidia GPU.

Some monitors can only support 120Hz via HDMI, but i'm pretty sure software can fix hardware limitation.

i hope you typod, software cant overcome hardware limitation

a 1080p panel cant display all the pixels of a 4k+ image at the same time

if its hdmi input is limited to 120hz, it cant go beyond that
use its dp input for 144+
