Framegen used vram its just bad perf and a crappy game called rust the fact framegen fixes it is proof he needs a new pc for 165hz you need 120fps minimums.
But the problem is that my old 60hz laptop on 70fps is smoother than my new 165hz pc on 90fps, that is the problem, and it is csgo too, not just rust. I am going to redownload it on my old laptop and I am going to check.
Well 70fps on 60hz is fine but why isnt it capped to 60fps to sync? You seem not to understand fps can be complicated. I can play 70fps on a 60hz screen and its ok but 60fps on a 70hz screen is really bad. So on displays like 144hz 165hz 240hz 280hz from my own testing it requires a whopping 120fps high refresh rate gsync and freesync displays do not require above 120fps to get a very smooth experience but perform poorly below 120fps its the way fps divides equally and frametimes and as i said its complicated.
I prefer 60fps locked on a 60hz display not 70fps and its better to my eyes than 90fps on a 240hz display isnt that weird but thats reality. Its also why framegen fixes your problems framegen must of put you past the magic number of 120.00fps. So to better the laptop experience you would want an fps that has 120 minimums but you can have the average be anywhere from 120-165 no problem just do not let it exceed 165 or drop below 120 and keep Gsync on.
Also your monitor exceeds your pc specs for modern games older games ok but Rust etc you need a new cpu and gpu 5000 series has framegen for any game not just dlss called nvidia smooth motion maybe start saving for a 5060/5070ti and a X3D cpu as well.

So maybe you know what I could do because I can change my 165hz to 60hz but it's not same as my normal laptop, my old laptop is still much smoother than my pc. Do you know what I could do without upgrading my pc?
Keep the monitor at 165hz.
Lower the settings ingame and keep gsync on. Turn off vsync in game and triple buffering and enable vsync in the nvidia control panel. Make sure gsync is ticked and on in the nvidia control panel.
Use lossless scaling/framgen too really you need an upgrade to reach 120fps is kinda expensive.
Is there another way, for example could I downgrade my 165hz monitor to 60hz so it naturally looks like a 60hz monitor or is it not possible? Because I would rather upgrade my monitor than my pc.
Try keeping res at native, all other settings apart from textures low.

Sorry for writing this very late, do you think I could buy a less hz monitor like 60hz or 75hz because my old 60hz laptop ran without lag on 70fps and now I have about 90fps average on my current pc.
All the good monitors are 144hz it will be hard to find a 60hz screen normally thats a tv. You may find a 75hz ips on ebay?
