twitch, yt or something else?
in obs settings, set upload speed to 8000k/s for a good quality 1080p stream
or like 6000k/s if you want it scaled down to like 900p
look up forums for where you want to stream to
also there are ton of things to get right on a new PC to get it running....its going to take you a month or 2 to find everything and how to fix it or get around it.....
start with the normal things....make sure BIOS is up to date....up date all drivers.....tweak windows to get rid of over head and bloat.....set GPU to max performance in NgreedyA control panel as well as the power plan in windows itself....turn off HDMI audio in device manager if not in use as the generic sound chip IN EVERY HDMI PORT will cause stutters waiting on a return signal that never comes when not in use (this goes for AMD intel and NgreedyA GPUs as its a problem with standard HDMI ports not any of the makers)....run Ccleaner and Glary's to get rid of all directory conflicts after all updates have been run.....
then test again.....
