I would be more worried about your CPU being over a decade old and a very clear bottleneck for that 3080 Ti which is not going to run anywhere near its full potential on an i7-2600. Even a 1080 Ti will get bottlenecked pretty heavily in some instances.
Your CPU just barely meets the minimum requirements for GoWR.
Is Intel still preferred over AMD for CPU or video card? Or not so much?
I see the AMD makes the price drop, but I've never used anything other than Intel and ASUS MB's pretty much.

AMD Ryzen 7 7800X3D and 9800X3D are the best processors for gaming at the moment, NVIDIA is still regarded as the best though AMD has strong price/performance value.
You sure it's a 3080ti? Your supposed "friend" didn't sell you some rando card and say it was a 3080ti?
I find it hard to believe someone who does "IT for a living" can get this wrong, or use a card that clearly isn't working correctly.....?
This is both suspicious, and worrying.
It looks like they've had this particular machine for a long time. In 2020, the OP has a 1660, but otherwise the same specs. The same ram, and same CPU.
Seems like this OP just whacks in a new graphics card when it gets a bit old and doesn't bother to upgrade the rest of it, which is what they admit to on multiple occasions.
They've had issues for years with this... thing... judging by their post history. Back in 2022, they said this;
"So I have like 4 hard drives in my machine and I forget sometimes which one is NOT the SSD drive. So I had installed CODMWII on that drive my accident. Kept crashing, verified files 3 times still with the same 33 files error, and was always re-optimzing shaders or whatever the word is. Then I moved all the game files from the option in Steam to my SSD drive and no more problems at all. I did this after any game patches/updates as I thought those would fix my problems. So not sure why but just worked for me. I feel really bad for anyone that re-optimizes shaders on like a 2TB SATA gaming drive, man that took so long, like 45 minutes or more. On the SSD it did it once right after I moved my game files which I expected and it was done in maybe 10 minutes."
which suggests the drives OP is using, the same 4 OP mentions now, are old mechanical SATA drives (oh dear), with one or two SSD's..? They'll have trouble with most modern games now, not just Ragnarok, unless they keep them on the SSD(s), but even these will be getting old if the CPU is approaching 15 years old itself..... And upgrading them will be pointless because of the age of the motherboard.
That PC needs replacing asap, but to be fair to OP, they should probably employ someone else to build it.....
One of our older PCs here has:
ASUS Z87 Sabertooth MB
Intel i7 4790K CPU
RTX 3080 Ti 12GB
32GB DDR3-1866
2x SATA3 SSDs (1 for OS+Apps; 1 for Games)
GoW, Ragnarok, RDR2, STALKER2, Wukong; all running at 1440p on High visual settings; no problems.
If you are seeing 4GB, you are probably using SPECCY. That is a bug that never got fixed with that app.
Use CPU-Z and GPU-Z to double check your hardware; SPECCY is good for some of that info but don't expect that to be accurate with GPUs especially.
If you need to tweak the GPU or change the fan curve, use MSI Afterburner.
Ragnarok is not any difference as far as specs-wise demands. Just remember for both GoW games once you are in-game to set the display mode to Borderless, otherwise it most likely is displaying a lower screen res and stretching the game full screen.
