It maybe some devices took entire your network bandwidth. Something like ipad or iphone old models. Or just VOIP in Discord conflicted with Steam download.
It maybe you didn't setup basic bandwidth in windows Regedit with NoneBestEffortLimit - \HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Psched. There were tutorial how to do this.
Something need for your network setup like QoS from your router/firewall. Some cases opensource firewalls/routers still best choice like OpenWRT or pfSense/ipFire(these 2 got IPS or Intrusion Prevention System). And you are worry about viruses/trojans/malwares/ransomwares/something-bypassed,... maybe Windows Defender or Windows Security from Windows licensed just enough for now or you could setup next-gen firewall with subcriptions/monthly fees<= this may cost you more. get the correct ones from the mobo mfg or oem site
windows often replaces working correct drivers with new generic ones that are not fully compatible or functional
